I have a 2021 model y performance and want to go to the smallest wheel possible as my wife has started driving the car on her mail route, what would be the best scenario? As I want four wheels of the same size so I can rotate the tires , match the front 21” wheels ? Or if possible go to 19” all around ?

If you're looking to know the smallest diameter you can use on a Model Y, you can go down as low as 18", however, we typically suggest sticking to a 19" to maintain driving characteristics.
You can most definitely use the same size all around, and we would suggest a 255/45R19 tire size.
